April 2005 Procurement Notice: NRCS Agreement

Update: The Buzzards Bay National Estuary Program, through the Executive Office of Environmental Affairs, has entered into an agreement with the US Department of Agriculture Natural Resources Conservation Service (NRCS). The purpose of this agreement is to assist communities in the Buzzards Bay watershed by reducing non-point source pollution and restoring degraded wetlands. EEA has determined that a need exists for certain specialized planning services associated with its Stormwater Management Technical Assistance Program. EEA has further determined that NRCS has the capability and special expertise to economically and efficiently perform these planning services, and has requested the assistance of NRCS. NRCS typically provides water quality assistance to communities with benefits to the public by way of stormwater management, erosion and sediment reduction, and wildlife/wetland habitat improvements.

The Buzzards Bay National Estuary Program, a technical assistance and planning unit within the Massachusetts Office of Coastal Zone Management, within the Executive Office of Environmental Affairs (EEA) intends to enter into an agreement with the United States Department of Agriculture, Natural Resources Conservation Service (NRCS) to provide technical assistance to municipalities in the Buzzards Bay watershed on a variety of environmental protection and restoration activities on issues relating to stormwater management, erosion and sediment reduction, and wildlife/wetland habitat improvements.

The cost of these services is $40,000 annually. NRCS services shall include 1) Technical assistance to municipalities in the Buzzards Bay watershed to improve water quality and restore degraded wetlands and other habitats, and 2) Technical assistance to the Buzzards Bay NEP Office in the development and management of GIS databases of stormwater discharges of non-point source pollution.

EEA has determined that the NRCS has the capability and special expertise enabling it to perform these environmental planning services economically and effectively. Moreover, while it is in both agency missions to achieve better protection and restoration of the environment, it is mutually advantageous for EEA and NRCS to cooperate in such an undertaking.

EEA believes this request complies with Intergovernmental Cooperation Act of 1982, and 31 U.S.C. section 6505 (a), in that the services to be provided by the NRCS cannot be procured reasonably and expeditiously by EEA through ordinary business channels.

This agreement is expected to be in service for two years, with the ability to extend the agreement by amendment, as needed.
