1996 Citizen’s Water Quality Monitoring Report
Overview
This citizen-based water-quality monitoring program was initially jointly implemented by the Buzzards Bay Coalition and Buzzards Bay National Estuary Program. Dr. Joe Costa designed the program with Dr. Brian Howes to address the need to monitor and evaluate nitrogen impacts to coastal waters as outlined in the Buzzards Bay Comprehensive Conservation and Management Plan. The Buzzards Bay NEP funded nearly all costs for this monitoring program between 1992 and 1996. Subsequently the Buzzards Bay NEP assumed complete management of the program, with hundreds of volunteers particpating in the program. Since 2000, the Coalition funded the monitoring program through fundraising and grants. Since the 1990s, the Buzzards Bay National Estuary Program has provided between $25,000 and $60,000 annually to support the program, and the Coalition has occasionally received legislative earmarks that ranged of $100,000 to $150,000.
In the Fall of 1996, the Buzzards Bay NEP National Estuary Program and the Buzzards Bay Coalition jointly issued this Report of the Buzzards Bay Citizens’ Water Quality Monitoring Program 1992-1995.
