This Buzzards Bay NEP has no active procurements for stormwater engineering designs at this time. From time-to-time, the Buzzards Bay NEP seeks engineering services to assist the towns develop stormwater treatment designs to reduce stormwater volumes and pollutants contributing to water quality impairments in Buzzards Bay and its surrounding watershed. If we issue a general RFR, it will be posted on the CommBuys website. However, where appropriate, the NEP will also directly utilize pre-approved contractors on one of the state’s engineering services blankets.
2020 Stormwater Designs Project
In May 2020, the Buzzards Bay National Estuary Program (NEP) retained the Horsley Witten Group to prepare engineered designs and supporting calculations for a series of projects aimed at treating pollutants from stormwater runoff. The goal of the project is to develop construction ready stormwater management plans for three or four critical drainage catchments that currently discharge to Buzzards Bay with no treatment. The sites will be selected from among fifteen high priority catchments in five Buzzards Bay municipalities (Acushnet, Dartmouth, Fairhaven, Mattapoisett, and Wareham). Questions and responses for this solicitation
Question 1: Does the vendor need to attend the Conservation Commission meetings?
Answer: The Buzzards Bay NEP prefers the contractor to attend the first Conservation Commission NOI meeting, but it is possible not all projects will reach the NOI phase. In most cases the town will be the applicant. A Buzzards Bay NEP staffer will be attending the meetings with the town representative.
Question 2: Does the vendor need to print hard copies of the permit application and permit plans?
Answer: The vendor is required to provide digital copies of all plans, reports, data, and required supporting documents needed to obtain a wetlands permit for the proposed stormwater designs. The Buzzards Bay NEP will print digital plans and documents subsequently when needed for a permit application.
Question 3: Does the vendor need to budget for permit application fees?
Answer: The Town will be the applicant and the vendor will not be required to pay permit application fees.
Question 4: Should public outreach be included in the scope of work?
Answer: The vendor will not be required to provide public outreach. The Buzzards Bay NEP, along with the town, will be the lead in meeting with abutters, and posting information online if necessary. The contractor should consider the potential of attending one meeting with town officials and abutters to answer questions about the designs, but depending upon designs and the sites, such a meeting may not be needed.
